- Abstract
The article presents a case Finci v. American Casualty Co. in Reading, Pennsylvania. The highest court of the state reversed the decision of the lower that one of the policies contained a regulatory institutions such as the funds of the state. Another is the excluded policy coverage claims of the insureds. The highest court consider the regulatory exclusion and concluding that the exclusion was ambiguous, and then addressed the public policy argument. It could not find basis in public policy not to validate the regulatory exclusion.
