- Abstract
Crime prevention represents one of the most important issues and tasks for a democratic and civilized society. Specialized authorities, who have the legal obligation to prevent crime, and especially Police, cannot be successful in fulfilling this obligation without the involvement of the citizens as well as including all other state institutions and the society in general. However, it is evident that preventive police actions were successful only in those fields where there was joint interest between the citizens and authorities, based on the general interest of the society. In democratic societies, and in the ones in development, there is no reason for inconsistency of these joint interests of the state authorities and citizens' interest, respectively the general interest of the society. Joint interest of the state authorities and citizens in opposing the criminality determines their position, tasks and coordination in fighting and preventing criminality. It may be said that the ideal places for the planning and implementation of this prevention activity are local communities, especially urban environments, where the deviant phenomena and criminality are quite significant, as are the needs of citizens for its prevention and detection in order to have a better quality and safer life in this environment. As an essential prerequisite to achieve this, there is required much more advanced relationship between police and citizens, which means establishing a partnership between them.
