- Abstract
The article discusses the exercise of soft power and civilian command power by the European Union (EU) as part of its foreign policy. Topics include the definition of soft power by political scientist Joseph S. Nye, Jr., global public opinion regarding EU and U.S. foreign policy, and the use of coercion for economic and political reforms as part of requirements for accession to the EU. EU promotion of human rights and democracy is noted, along with EU disagreements regarding the 2003 Iraq War.
