- Abstract
The article looks at laws and legislation associated with the civil rights of students with disabilities in the U.S. public education system by focusing on the provisions outlined in Section 504 of the U.S. Rehabilitation Act of 1973. It presents a historical overview of efforts for equality in U.S. education through a discussion of topics such as segregation in schools, the Great Society initiatives of U.S. President Lyndon B. Johnson, and the Brown v. Board of Education Supreme Court case and examines how laws enacted during the American Civil Rights movement helped to protect the rights of minority and handicapped students. It also provides a description of the differences between the protections provided by Section 504 and the U.S. Individuals with Disabilities Education Act (IDEA).
