- Abstract
The article examines the influence of American and European reformers to the development of correctional education programs in prisons and reformatories in Upper Canada and Ontario. Western countries were believed to have greatly influenced the development of correctional education and facilities in Canada and Ontario because of their belief that free public education for all children would eliminate crime. Reformers from the Western countries demanded to change the penal systems of Ontario after they realized that its jail is overcrowded and its increasing population has resulted to increase in crime. Soon after, supporters of public school began to link the promotion of education with the administration of justice.
