- Abstract
The need for security has always been a prior need of communities since ever the primitive times. Providing security of community is a matter of public order. A state is required to provide the public order. In other words, providing security which means that individuals live in order and security is the basic duties of a state. In Turkey, internal security services have been provided by the Ministry of Interior. Police, Gendarmeries and Coast Guard Organisation, who are the law enforcers under the Ministry of Interior, provide security. National Intelligent Agency, Secretariat General of National Security Council and Undersecreteriat of Public Order and Security which was closed with the Statutory Decree No. 703 provide security apart from the said institutions. In Turkey, some circles have been claiming recently that the interior security expenses have been increasing by leaps and bounds and Turkey is turning into a police state. The purpose of this study is to analyse the interior security services which provide benefits to the whole community as a complete public good in Turkey and the budget structure of these Institutions with general budgets; make assessment about their postexpenses activities; and question the perception that interior security expenses are increasing by leaps and bounds.
