This paper chooses the most representative second-tier coastal cities in the critical period of China's economic transformation as the research object. This paper innovatively constructs the evaluation system of manufacturing transformation and upgrading environmental measurement from the specific content contained in "Made in China 2025" which leads the transformation and upgrading of China's manufacturing industry. Using the combination of factor analysis and cluster analysis, combined with the entropy weight method of objective weighting, the measurement and difference of coastal environment in manufacturing transformation and upgrading are studied. The results show that the development environment of the transformation and upgrading of the manufacturing industries in different cities is quite different. The most prominent feature of the empirical analysis is that Hangzhou is a typical city, showing that the supporting factors of innovation capability play an important role in the transformation and upgrading of manufacturing.
