- Abstract
A study was undertaken to identify and appreciate complementary indicators for the assessment of official agricultural interventions and programs. The local program "Support for Rural Investment Projects" (PAPIR) within a government supported program "Alianza Contigo" was considered as a case study in the State of Mexico. Participatory methods were carried out by researchers and beneficiaries from that program in the municipality of Villa Victoria in 2004. Both qualitative and quantitative information was gathered considering the sustainable livelihoods approach as the framework to analyze and discuss the results. No evidence was found to affirm that the official rules and functional operation procedures were taken place in the area under study. A tendency of the promotion exists to the rural development by means of a territorial approach with a productive vision. The information showed that specific social, economic and environmental indicators interact in a differential dynamic and complex way depending on the type of support that beneficiaries receive. These indicators have not been taken into account by administrators and managers when impact assessments have been undertaken by government bodies. Finally, it was concluded that programs had caused no positive changes or impact on the economies and livelihoods of the beneficiaries.
