Federal Merit Pay, Round II: An Analysis of the Performance Management and Recognition System.

- Abstract
Pay-for-performance programs have become increasingly popular in recent years. The federal government introduced the Merit Pay System (MPS) for managers under the Civil Service Reform Act of 1978. The failure of MPS led, in 1984, to creation of the Performance Management and Recognition System (PMRS). The effectiveness of PMRS is analyzed using a sample of managers from the U. S. General Services Administration. The results indicated that PMRS had some positive effects on performance in 1986 but that they were substantially reduced in 1987. Thus, PMRS has not demonstrably achieved its ultimate goal--to improve performance in the federal sector Continuing research is needed about the consequences of merit pay systems for organizational performance.
