- Abstract
This article focuses on state administration of higher education in the U.S. Education, including higher education, has been regarded as an appropriate subject of concern for the state governments. However the role of state governments in higher education is lacking. Two conditions have produced the concern with state administrative organization for higher education. One condition has been the absence of any state agency assigned the authority to plan and coordinate the development of multiple institutions of higher education. The other condition was the incessant demand by these institutions for more state financial support. State universities had become accustomed to a large measure of administrative autonomy. On the other hand, state boards over the years had also exercised a professional and even political discretion which largely frustrated executive and legislative efforts at direction or control. The state board of higher education is not exclusively responsible to the chief executive, even though the chief executive may appoint the board members and even though the chief executive's influence in policy determination may be quite important.
