The right of first refusal, known locally as the Tenant Opportunity to Purchase Act (TOPA), helped to create almost 100 limited equity cooperatives across the District, building what Amanda Huron theorizes in her new book as an urban commons. I Carving out the Commons: Tenant Organizing and Housing Cooperatives in Washington, DC i relies on ten in-depth qualitative case studies of current and former limited equity cooperatives to explore the possibilities of the urban commons.
