Landlords, tenants, and the legal status of secondary suites in Hamilton, Ontario.

- Abstract
Although secondary suites account for about a quarter of all rental accommodation in Canadian cities, we know little about their owners, occupants, or legal status. To address these issues, an online questionnaire survey of tenants, with follow-up interviews, was undertaken in Hamilton, Ontario, in 2015. It revealed that most occupants of suites had incomes lower than the average for all tenants, and that the owners were equally divided between resident landlords, local absentee owners, and property owners living outside Hamilton. Almost half of all tenants were unsure about the legal status of their suite, possibly indicating their indifference to the issue. Illegal suites were concentrated in the properties with the fewest rental units. The tenants of smaller properties owned by resident landlords were more satisfied.
