The article discusses changes made by the U.S. Office of the Comptroller of the Currency (OCC) in relation to federal preemption of state law to conform to the U.S. Dodd-Frank Wall Street Reform and Consumer Protection Act. Topics include the U.S. Supreme Court case Barnett Bank v. Nelson related to the issue, rules for national banks in U.S. banking law, and changes of the OCC rules about disclosure, torts, and taxation to conform to the Act.
