The article focuses on the creation by Isaac I. Stevens, governor and superintendent of Indian affairs for Washington Territory, of reservations for the south Puget Sound tribes in the mid-1850's. Topics covered include the evolution of the governor's shifting Indian land policies, the circumstances and events preceding Fox Island council proceedings, and the rationale that he and federal authorities used to justify the modification of a ratified treaty.
