- Abstract
The article discusses the U.S Court of Appeals for the Federal Circuit case Richard v. United States in which drunk driver Richard involved the deaths of two Sioux pedestrians. Topics discussed include "Bad Men" provision of the 1868 Treaty with the Sioux to recover damages from the federal government, the administrative remedies that must be exhausted before bringing a Bad Men claim and three Bad Men cases such as Hebah v. United States, Tsosie v. United States and Begay v. United States.
