- Abstract
The article discusses the effects of the reinterpretation of the phrase "Significance Portion of its Range" (SPOIR) on the conservation of species in the Endangered Species Act (ESA) in the U.S. It notes the listing requirements of the ESA of a species as endangered or threatened when at risk in SPOIR and the argument of the solicitor of the U.S. Department of Interior on the relevance of the current range of species to the analysis of endangerment. It suggests the need to include the historic range and its significance on the consideration of SPOIR.
