- Abstract
This article presents the results of the qualitative study of the relationship between government official educational policies and the daily educational practice in the Public School System in Rio de Janeiro. As a starting point, this research assumes that: all parties are actively involved in the educational process (CHIZZOTTI, 2006) and the official educational documentation presented and structured by the government is not able to foresee upcoming issues related to the daily educational practice (BALL, 1997). It focused in the reading/writing process in the early years (1st, 2nd and 3rd grades) during the 2012 school year. Data was collected through documentation analysis, interviews and observations. The study concluded that professors make a critical reading of the documents of the educational policy and found out, in teacher training, one of the elements that helped them understand reading.
