- Abstract
The article discusses the decline of Congress and the rise of the administrative state in the United States. It explores proposals for reform, including changes in administrative law doctrine and strengthening congressional oversight. The authors acknowledge the challenges of addressing congressional decline but argue for finding ways to improve the administrative state. The article also highlights the importance of congressional oversight in promoting accountability in the administrative state and suggests potential reforms to enhance oversight. Additionally, it discusses two executive orders issued by the Trump administration that aimed to modify the administrative process and address possible abuses within the administrative state. These executive orders could serve as a basis for bipartisan consensus and potential legislative reforms.
