- Abstract
The article discusses the court case United States v. Metal Lathers Local 46 Pension Fund for criminal law restitution. It notes that U.S. Rebar president Charles Doherty pleaded guilty to money laundering due to theft on programs receiving federal funds, utterance of forged checks, and mail fraud. The court stresses the broad definition of "victim" which compels a sentencing court to determine an uncharged conspiracy. It points out that the laundering scheme covers cash payments to workers.
