The article focuses on the Association of Reformers in Psychiatry (ARP) which consists of seven hundred members in twenty-five countries at the end of 1997. The Constituent Assembly of the association was organized at a conference center in the Netherlands in April 1998. The ARP launched the "Attitudes and Needs Assessment Project" to develop a map mental health care in Eastern Europe and the former Soviet Union.
