The article offers information on the mechanics, application, benefits and shortcomings of Transfer Development Rights (TDR) program of Miami, Florida. Topics discussed include use of TDR as a planning tool to implement and finance the redistribution of development rights, problems with the Bert J. Harris, Jr. and planning shift from the Euclidean model in Miami by adopting its own form-based code for transitioning into scaled communities.
