- Abstract
The article focuses on the modification in the Skagit/Islands Head Start (SIHS) program to make children fluent in English. It is stated that the program consists of multistep and multiyear process to be implemented in the classroom. The primary objective of the program is to build a strong foundation in a primary language. Research has shown that non-English speaking children with a strong foundation in their home language learn to read, write and speak in English faster. Management staff shared questions with each other during weekly staff meetings, with classroom staff and with coauthor to increase their knowledge.
