The article discusses concerns related to federal involvement in clean energy development following the bankruptcy and default of Solyndra Inc. under the American Recovery and Reinvestment Act of 2009. It informs about the enactment of section 210 of the Public Utility Regulatory Act of 1978 (PURPA), federal financial assistance programs for clean energy, and cooperative agreements of the U.S. Department of Energy (DOE).
