A group of journalists, meeting in Milwaukee, Wisconsin heard an opinion that the confrontation between economic classes in the United States is but one manifestation of a world-wide turbulence. Some observers said that a massive investment of time and money in the United States is necessary to resolve the urban crisis. But they also said that similar investments must be made overseas to cushion conflict between industrialized and the underdeveloped peoples. This investment can be made in arms and aid. It also can be made, at least in part, in education and communication. Public relations people suddenly find themselves in the center of the crisis. They are being asked for answers, which few are prepared to give. The survey conducted by Opinion Research Corp. is a landmark study of international public relations. It appears to show that there has been a dramatic growth in this field since the Foreign Trade Council study of 1964. In the light of the world's need for better understanding between the affluent and the non-affluent, the educated and the uneducated, the effort seems pitifully small. Specialists in public relations may shift the blame to reluctant managements. But the world is moving too swiftly for such evasion. If the public relations man is to be an able adviser to management, he must be more informed, more able than he now is, in the majority of cases, to analyze international opinion. There have been more than enough warnings that change is doubling and redoubling on itself, that the techniques and concepts that served well in the past are no longer adequate.
