- Abstract
Support Plan for Rural Teachers (2015—2020) was issued by General Office of the State Council in 2015, The investigation has been made on how to implement it in G County and X County, Yunnan Province. The result of the investigation shows Support Plan for Rural Teachers (2015—2020) has been implemented and some preliminary effects have been achieved. It finds that rural teachers' welfare has been significantly improved and guaranteed, that the issue of insufficient teachers in rural areas has been partially solved, and that rural teachers' enthusiasm in teaching has been greatly roused. Nevertheless, there are still some problems, such as the lack of authorized strength and subject teachers in rural schools, the insufficient quotas of professional title evaluation for rural teachers, the poor communication between urban and rural teachers. In light of the aforementioned problems, some suggestions are proposed as follows: mass communication media must be made full use of to enhance the public cognition of the relevant polices; scientific and rational mode of fund investment should be adopted while management of compulsory education funds should be improved; authorized strength of rural teachers should be perfected to realize managerial scientification; complementary mechanism of rural teachers should be established to augment the attraction of rural teacher post; the quota of middle-and-high-ranking professional titles for rural teachers should be increased and the mechanism of professional title evaluation should be innovated; additionally, the rational and effective operation system of teacher flow should be established and the legality of policies should be maintained.
