- Abstract
The article reports on bilingual education as an alternative to desegregation and the search of Hispanic communities for equal education opportunities in the U.S. The Hispanics regard desegregation as beneficial only for the Afro-Americans and an obstacle for educational opportunities. A guideline issued by the Department of Health, Education and Welfare on May 25, 1970 became the legal source for the assistance of students with limited skills in the English language. A possible conflict exists between the campaign to preserve the bilingual program and desegregation.
