The article argues that the U.S. Congress has expressly or implicitly authorized the use of force against Islamic State (ISIL) through legislation. Topics discussed include hostilities that are expressly authorized under the 9/11 Authorization for Use of Military Force (AUMF); birth and rise of ISIL; and the framework related to President's powers of authorization of force laid by the court case "Youngstown Sheet & Tube Co. v. Sawyer."
