- Abstract
The federal peer review process was established as a means of evaluating the academic standards and assessments developed or selected by a state to ensure they meet the requirements of the Elementary and Secondary Education Act (ESEA) of 1965. This makes it difficult for states to evaluate alignment study proposals and for peer reviewers to evaluate the validity of alignment study results. To be clear, engaging in this type of inquiry does not guarantee that a state's alignment argument will be endorsed by the peer reviewers, but it does help to ensure the alignment study produces evidence that informs the argument as intended.
