- Abstract
This paper examines ethical issues related to Holocaust-era art restitution claims against public museums for artworks lost due to Nazi expropriation. Topics covered include the Holocaust Expropriated Art Recovery Act of 2016 (HEAR) in the U.S., role of the public in generating value and an element of public ownership in artworks in museum, and public interest in resolution of claims involving Holocaust-era works in the collections of museums and other public trusts.
