- Abstract
Information and communication technologies, in their rapid growth, have acquired an extraordinary power over social dynamics. A host of new behaviors are emerging in the public and private space and whose control is beyond the control of social actors. The proof is made daily with the overflowing euphoria aroused by social networks and the democratization of the Smartphone. Can this bulimia of digital communication be justified simply by technical progress, or should we associate the analysis of this phenomenon with relational and psychosociological factors? This issue is reminiscent of the controversial debate over technological determinism that is convened through this article to seek to understand who, the technological tool or society, has primacy over the other in the manifestation and explanation profound social changes that affect sectors as diverse as communication, civic life, security, education, commerce, etc.
