- Abstract
The article discusses the role of international policy in mitigating global shipping emissions to reduce climate impacts and protect the environment. Three policy paradigms inform international and domestic negotiations determining greenhouse gas mitigation targets. Under the invisible hand of the market, industry response is dictated by price signals and consumer preferences. Social actions or products may be required under the firm hand of regulatory requirements and restrictions, while the guiding hand of performance-based instruments allow communication through economic policy incentives and disincentives. Dimensions of improving the environmental performance of the movement of goods include intermodal infrastructure, fuel and technological alternatives, and logistical realignment.
