- Abstract
The capacity of railway infrastructure often is in focus of transport policy issues. Already now a lot of lines and nodes are highly occupied. In order to handle the increasing traffic demand on rails, new and extended railway infrastructure is mandatory. The predicted traffic demands as well as the existing and prospective capacity of railway infrastructure are essential indicators for prioritising infrastructure projects. By using methods of railway operations, it is possible to calculate the available capacities, to identify existing bottlenecks and to evaluate measures to eliminate them. Mainly analytic calculation is used for capacity assessment, as it is possible to establish a relation between the utilisation of infrastructure and the quality of operation. The permitted waiting time is used as quality measure in this context. In the future economic criteria related to the expected costs and revenues should be taken into account next to the waiting times. However, currently the availability of needed input data is insufficient. If further research allows generalized, valid statements concerning this data, it would be possible to make more specific statements regarding the capacity of railway infrastructure. Therefore these results could lead to more delicate prioritised infrastructure projects. Furthermore the competitive situation between the different transport carriers at the transport market should be considered as well.
