- Abstract
The author discusses the predictability, accountability and liability of managing risk from bears and other potentially lethal animals. He explores the responsibility of managers to protect the public from wildlife while conserving wildlife species by balancing public safety and public freedom. He mentions the challenge of ensuring the accountability of managers, as shown in a judgment against the U.S. Forest Services (USFS) in Samuel Ivez case who was killed by a black bear (Ursus americanus).
