- Abstract
The article examines the debate on state-owned enterprise (SOE) reform in China based on the contributions of Lin Yongsheng and Zhang Wenkui, advocates of root-and-branch reform of the SOE system, and Sheng Hong, a controversial figure involved in the debate on SOE in the country. Zhang asserts that the notable contribution of SOE to China's development has been in terms of volume and not return on investment. Sheng Hong criticizes the opportunities for corruption generated by the SOE system.
