- Abstract
The aim of this article is to present and analyse the phenomena of the history and policy of design and the events and names that were important in the revealing of the essential theoretical and practical axes of the discourse of design and nationality. At the end of the 19th century and at the beginning of the 20th century, design became a tool for the formation, spread and maintenance of national identities. The intention behind this was to entrench a certain status both inside and outside of the country. These kind of aims were best embodied by International exhibitions where design, the objects of decorative art, new industrial and technological achievements performed a determining role. The article presents the aims and means of the Festival of Britain as one of the brightest examples of the creation of a single-minded image of a country. The article analyses the different points of view and critical opinions upon the phenomenon of Scandinavian design, revealing the mythical nature of this discourse, its emergence and development. The themes of the second part of the article are more orientated towards the practical axes of the link between design and nationality, and policy and the management of design. The results of the study "The Economy of Culture in Europe" completed in 2006, that was commissioned by European Commission, are presented. These results are related to design and rates of competitive ability. The stages of the creation of Finland's national design strategy and the results it achieved are analysed separately. After presenting the few fragmentary facts of the little studied history of Lithuanian design at the end of the article, it may be maintained that, during the periods of interwar and Soviet Lithuania, separate attempts were made to create an original national style that was supported by local folk traditions and that certain echoes of such a style may be found in the works of contemporary Lithuanian designers. The successful presentations of young Lithuanian designers at international exhibitions during recent years, the establishment of institutions that oversee the spread of design and the creation of a feasibility study of the Complex Development of Lithuanian Design demonstrate a certain esprit in the world of Lithuanian design. However, on the other hand, many possibilities remain unused because of the lack of a single-minded policy of Lithuanian design, as is the case in relation to investigations and professional estimation. For the latter, the creation of a national design strategy and appropriate actions for its realization would be of particular worth of institutions that oversee the spread of design and the creation of a feasibility study of the Complex Development of Lithuanian Design demonstrate a certain esprit in the world of Lithuanian design. However, on the other hand, many possibilities remain unused because of the lack of a single-minded policy of Lithuanian design, as is the case in relation to investigations and professional estimation. For the latter, the creation of a national design strategy and appropriate actions for its realization would be of particular worth.
