- Abstract
This article analyzes the participatory process carried out by the University of the Republic in Uruguay for the development of the National Environmental Plan for Sustainable Development (PANDS). The process involved nearly 600 people, including representatives from groups, institutions, and private enterprises, as well as citizens interested in environmental and sustainable development issues. The article describes the process of developing the National Environmental Plan in Uruguay, as well as the results and discussions from workshops held on environmental issues in the country. It also addresses the importance of strengthening environmental citizenship and governance through citizen participation in environmental planning and management.
