- Abstract
The Director of Operational Test & Evaluation and the Deputy Assistant Secretary of Defense for Developmental Test and Evaluation require rigorous and objective test planning in all test and evaluation master plans. Scientific Test and Analysis Techniques are the scientific and statistical methods and processes used to enable the development of efficient, rigorous test strategies that will yield defensible results. As one means to enable acquisition programs to more effectively implement STAT across the Department of Defense, the scientific test and analysis techniques in Test & Evaluation Center of Excellence was activated at Wright-Patterson AFB, OH on July 1, 2012. The goal of the Center is to assist programs in developing improved, scientifically-defensible test plans for both developmental and operational acceptance testing. The Center approaches this goal by working directly for the program managers. Initially, 20 major acquisition programs have been identified to work with the COE across all services.
