The article presents a conference paper by Arthur C. Stevens, Jr. of the University of California, Santa Barbara, Susan Webb Hammond of the American University, and Daniel P. Mulhollan of the Congressional Research Service, delivered at the annual meeting of the Midwest Political Science Association in Cincinnati, Ohio on April 1981, in which they discussed the topic "Informal Groups and Agenda Setting in Congress." Interviews with informal congressional groups were undertaken in this paper.
