- Abstract
The general objective of the research is to analyze the forms of labor contracting for entry to public service in Ecuador in accordance with the Organic Law of Public Service and its regulations from the guaranteeist vision of the State. The relevance of the study is oriented in determining whether both norms are in harmony with the provisions of the Constitution of the Republic of Ecuador, a text that guarantees the right to job stability in the different modalities of entry into public service. Its development corresponds to a documentary research based on the analysis of data obtained from bibliographic sources. The results of the analysis contributed to the identification of the entry modalities and the relationship between different forms of labor contracting to access the public service in the Public Administration. The conclusion is that the modalities of entering the public service do not guarantee, under equal conditions, the right to job stability, which undermines the vision of the State, constitution of rights and justice, for which it is necessary to articulate all laws and regulations that govern the entry of civil servants into public service with the democratic parameters set forth in the fundamental text of the nation.
