- Abstract
The article "The housing question has always (also) been a land question" addresses the problem of housing shortages in urban areas and the rising prices of building land. The authors emphasize that the lack of affordable building land is a bottleneck factor and that there is currently no comparable objective for land as there is for housing construction. The increasing prices of building land have led to wealth inequality, as financial investors achieve high returns without investing themselves. The authors call for stronger regulation of the land market to solve the housing question. The debate on the relationship between property guarantee and public welfare obligation regarding land rights in Germany is discussed. It is emphasized that fundamental reforms in land policy are necessary to provide affordable building land in tight housing markets.
