- Abstract
The article discusses various programmatic ideas to improve the child welfare system in the U.S. They include among others, adoption reform, the expanded use of kinship care, more direct services for special sub-populations of children at risk, juvenile justice reforms, and expanded family preservation programs. The article tries to identify the efficacy of these prevention efforts and also identify those elements of prevention programming that is most effective. The most prevalent and best-researched methods to prevent child abuse and child dysfunctioning have been efforts to enhance parental capacity.
