- Abstract
Objective: This article aims to analyze Minha Casa Minha Vida Program as a public policy to promote the provision of housing, focusing on its inclusive effects, both in terms of its ability to serve lower-income families and the inclusion of its developments in urbanized areas. Theoretical framework: Housing is understood as an essential good with high added value, with limitations inherent in the production process in capitalist societies with dependent economies, which make it difficult for lower-income families to pay for it, and it is up to the state to intervene in the production process and the monthly fractioning of the consumption. Method: The study is based on a georeferenced survey of PMCMV housing projects implemented in the Metropolitan Region of Recife (2009-2019), classified according to the family income brackets. Results and conclusion: It shows that PMCMV has achieved considerable social reach in the RMR, covering families earning up to 3 minimum wages in 35% of the units produced, and families earning up to 6 minimum wages in 85% of its units. However, it has problems with the location of its developments, due to the lack of urbanized surroundings. Implications of the research: The research shows that PMCMV is becoming more inclusive in the ways in which the local government participates, creating better conditions for implementing new developments in urban areas and for serving lower-income families. Originality/value: The research highlights the specific characteristics of the RMR, whose recent dynamics encourage the implementation of PMCMV developments in peripheral sub-centers.
