- Abstract
The article describes the challenges of project management in relation to the digitization of certificates and European interoperability. It is pointed out that digitization in the public sector often does not have a direct benefit for the authorities themselves, but mainly for the citizens. The Online Access Act (OZG) was supposed to offer administrative services electronically but has largely failed. It is being discussed whether a restart of the OZG, called OZG 2.0, should take place. An example of digitization in the public sector is digital certificates, which can simplify and accelerate the application process. There are various projects and initiatives dealing with this topic, both in Germany and in other European countries. The article focuses on the challenge of multi-project management and interoperability in the field of digital certificates. It is pointed out that there are many projects dealing with the digitization of certificates, but often there is a lack of viable plans to make these solutions interoperable. Various data formats and standards are used, leading to high complexity. It is suggested to reduce this complexity through standardization and integrate existing solutions and standards into an interoperable ecosystem. There are already promising results and European working groups on interoperability. Standardization and interoperability are crucial to cope with the growing complexity in the project landscape.
