- Abstract
Occasionally along comes a publication that bridges the divide between the experience of practitioners and the concepts and theories of academia. One of their objectives was to write an account that acknowledged the hitherto unrecognized contribution of the New York harbour community to the response to 9/11 and the safe evacuation of over 300,000 people by boat. It is in the last chapter that Kendra and Wachtendorf, after first critiquing the US Incident Command System (ICS), go on to expand their argument about the need for creativity and improvisation in emergency management.
