- Abstract
The article discusses America's public forum doctrine in relation to the First Amendment to the U.S. Constitution, freedom of speech rights in the country, and the U.S. Supreme Court's refusal to apply the doctrine to expressive activity that occurs in public libraries in America. The legal aspects of a right to access information in a public library are addressed, along with fundamental rights and the implementation of filtering software on Internet access provided by public libraries.
