The article analyzes the varying loan regulations followed by China during the conversion of its state-owned banks into actual commercial banks. It looks into the implementation problems related to such loan regulations and the legal reform strategy adopted for such regulatory alterations. It also evaluates the concept of legal gradualism which has come forth from such reforms.
