- Abstract
The purpose of this paper is to propose a methodology that begins to address the first of GAO's concerns regarding the definition of critical minerals. The critical nature of a productive factor, such as a raw material input, depends directly upon the ability to substitute for that input in production, and to substitute in consumption from products in which the input is used intensively. These production and consumption characteristics define what we term production and consumption input essentiality. In this present paper we examine only production essentiality and leave the consumption component for future research.
