- Abstract
The article discusses how China should pursue an alternative regional and local strategy of building new cities on the foothills at the edges of major plains and basins instead of expanding its urbanization in the coastal deltas and flood plains. While China has become the second most powerful economy worldwide, it has failed in fundamental aspects specifically with respect to grain security. It indicates that China's urban expansion has eaten up 10% of its arable land and reduced its fertile land used to produce over 70% of its grain. It suggests that the foothill strategy is a strategy for survival as it meets the needs of a new economy and the aging society.
