- Abstract
The supplementary capital-funded pension system in Germany is under pressure as the pay-as-you-go system of the statutory pension insurance is burdened by the demographic aging process. Twenty years after their introduction, Riester pensions are stuck in a dead end. To address the problems of the current Riester system, investments in strongly equity-based funds with broad diversification could be used, following international examples. All employees should be automatically included, but with the option to opt out. A publicly managed fund as a default option could reduce transaction costs. Various simulations show that with such supplementary provision, consistently combined security levels of more than 48 percent can be achieved.
