- Abstract
Periods of engagement and disengagement in the United States - United Nations relationship are often marked by different views regarding the utility of withholding dues payments as a means of exerting influence. This practice of dues withholding first emerged as an explicit congressional strategy twenty-five years ago, and it has resurfaced at other critical junctures in the US - UN relationship in the time since. On each of these occasions, it has had a significant impact on the ability of the president to exercise leadership at the United Nations. Therefore, it is important to critically evaluate the extent to which this approach has achieved the objectives envisioned by its advocates. Political dynamics in both the US government and the United Nations will be explored in an effort to assess the potential future implications of this strategy on US efforts to exert leadership in global governance.
